Riverside County SELPA is governed by a Joint Powers Agreement (JPA) comprised of member Local Education Agencies (LEA). The purpose of the JPA is to develop and implement the Riverside County SELPA local plan. As such, member LEAs agree to comply with the assurances set forth in the Riverside County SELPA local plan. Member LEAs are responsible for the "search and serve" wherein children with suspected disabilities are referred, assessed, determined to be eligible or ineligible for special education services, and then provided a free appropriate public education (FAPE) in the least restrictive environment (LRE) as determined by the individualized education plan (IEP) team.
